On January 24, the National Energy Administration (NEA) released its 2014 energy work guidelines. The guidelines outline four main objectives: improving energy efficiency; optimizing energy structure; enhancing energy production capacity; and controlling energy consumption. The guidelines also set out ten key tasks for 2014 energy work: (1) Transforming energy consumption patterns and controlling the rapid growth of energy consumption; (2) Seriously implementing measures for air pollution control and promoting energy structure optimization; (3) Vigorously developing clean energy and promoting green energy development; (4) Accelerating the development of oil and natural gas and improving safety and security capabilities.

  The guidelines set out ten key tasks for 2014 energy work: (1) Transforming energy consumption patterns and controlling the rapid growth of energy consumption; (2) Seriously implementing measures for air pollution control and promoting energy structure optimization; (3) Vigorously developing clean energy and promoting green energy development; (4) Accelerating the development of oil and natural gas and improving safety and security capabilities; (5) Optimizing layout and promoting the construction of large coal and coal-fired power bases and major transportation channels; (6) Using major projects as a vehicle to vigorously promote energy technological innovation; (7) Deepening international energy cooperation and expanding China's energy development space; (8) Accelerating the construction of energy livelihood projects and improving the level of universal energy services; (9) Promoting institutional and mechanism reform and strengthening energy market supervision; (10) Strengthening energy industry management, transforming functions, changing work styles, focusing on major issues, solving problems, doing practical things, and establishing mechanisms.
  Specifically, this includes reducing the proportion of coal consumption and orderly implementing "coal-to-gas" substitution; issuing the Refined Oil Quality Upgrade Action Plan (2014-2017); formulating a long-term natural gas supply plan; increasing the production and supply of conventional natural gas; accelerating the development of unconventional natural gas such as coalbed methane and shale gas; promoting the scientific and orderly development of coal-to-gas industry; improving natural gas utilization policies; actively developing hydropower, orderly developing wind power, accelerating the development of solar power generation, actively promoting the development and utilization of biomass energy and geothermal energy, and developing nuclear power safely and efficiently; focusing on breakthroughs in the development of unconventional oil and gas resources such as shale gas and marine oil and gas resources; steadily promoting demonstration projects in the coal-to-oil and gas industry; and in accordance with the principles of "safety, green, intensive, and efficient," focusing on the construction of 14 large coal bases, 9 large coal-fired power bases, and 12 "West-to-East" power transmission channels, optimizing the spatial layout of energy development, and improving the efficiency of energy resource allocation; further deepening electricity reform, steadily advancing oil and natural gas reform, and accelerating coal reform are all important aspects of 2014 energy work.
