It is understood that in recent years, accidents caused by trackless rubber-tired vehicles in coal mines have occurred from time to time. On June 5, 2013, a transportation accident caused by an uncontrolled trackless rubber-tired vehicle occurred at Lixiu Xinrui Coal Mining Co., Ltd. in Shanxi Province, resulting in 6 deaths. Investigations revealed that the accident vehicle was an Eternal brand WC20R explosion-proof diesel trackless rubber-tired vehicle manufactured by Shanxi Eternal Group Co., Ltd., which failed to strictly adhere to the requirements for producing mine products safety standard certificates, changing the braking system from wet braking to pneumatic dry braking, among other issues. On August 23, a explosion-proof rubber-tired vehicle transporting spraying materials at the Mandula Coal Mine of Inner Mongolia Ximeng Group Power, carrying construction personnel into the mine, lost control when turning at the bottom of the auxiliary slope, crashing into the roadway wall, resulting in 4 deaths.
In response, the two departments require that all coal mining enterprises further strengthen the safety management of trackless rubber-tired vehicles used underground. They must purchase and use explosion-proof trackless rubber-tired vehicles with coal mine product safety marks. Non-explosion-proof motor vehicles are strictly prohibited from entering the mine, and non-specialized personnel vehicles are strictly prohibited from transporting underground workers. They must strictly follow relevant regulations, strengthen daily maintenance, pre-use safety inspections, regular inspections and maintenance, and dynamic operation management, and must not arbitrarily modify or remove vehicle safety protection facilities. Underground operators of explosion-proof trackless rubber-tired vehicles must possess a motor vehicle driver's license and a post operational qualification corresponding to the vehicle being driven, and unqualified personnel are strictly prohibited from driving vehicles underground.
